I am commanding the ax 12 to rotate to the goal position, the ax 12 respond to this command. Then the status packet give error number 3, the parameter 1,2,3,4,5 = 30,168,2,255,0,37....I had set the angle limit for CW to be zero and CCW to be 1023 and voltage lower limit is 6V and higher limit is 19V..I still get the same error even the angle limit and voltage setting has been accomplished. What is the problem?

We need more information to give you a more detailed answer.
Hm.. when you say you received the status packet and it was o, do you mean it was 0x03?
In order to check whether there is any problem, you should look at the entire packet not just the parameter.
Thus, we need both the Tx packet and Return Packet. Send us a picture of your screen then we should be able to further assist you.
